Economic Recovery

  • Will lead efforts to help grow the Texas Tech Medical campus to bring good paying jobs to District 3
  • Economic development efforts are underway and El Paso’s strategy is to promote and buy local, provide grants from $5,000 to $25,000 and inject funding into growing our small businesses.

  • The City negotiated to dedicate $80 Million in economic revenue (non property tax dollars) over a ten year period and I will advocate to dedicate a majority of funds to El Paso’s economic recovery after the pandemic to focus on local and small business. This plan protects homeowners by using federal and state funding for initiatives and utility contracts.

Herstory

Background

Cassandra was born and raised in El Paso Lower Valley and is a proud home owner in the Rosedale Neighborhood. She is a graduate of Bel Air High School, class of 2005. Cassandra served as the President and Vice President of the Rosedale Neighborhood Association from 2014 to 2017. Cassandra was raised by a single mother, Norma Alvarado Chavez, who had five children at the age of 21 years old. Cassandra and her siblings lived in affordable housing throughout El Paso’s poorest communities. El Paso has provided a network of supportive services to Cassandra and her family and afforded her every opportunity to get on track as a change maker.

Higher Education

Cassandra Hernandez obtained her Bachelor of Arts in Political Science with a minor in Criminal Justice from the University of Texas at El Paso (UTEP) in 2010. Later, she obtained her Master of Public Administration (MPA) with a concentration in Public Policy and Management in 2013, also from UTEP. As a graduate student, Cassandra helped re-establish the Master of Public Administration Student Association (MPASA) and served as president of MPASA for approximately 2 years. Like many El Pasoans, Cassandra relied heavily on financial aid and student loans to complete her post-secondary education. Cassandra volunteered her time in 2018 teaching state and local government to college students at the EPCC. Cassandra proudly participates in neighborhood association activities and events.

Accomplishments & Challenges

Representative Cassandra was on City Council with The City hosted “The Most Women on El Paso City Council”, in the City’s history.

Donated $10,000 from her discretionary budget to provide solace to community for August 3 shooting.

Cassandra helped collect thousands of dollars in donations and goods from local businesses to prepare COVID-19 care packages for our community’s seniors.

COVID-19 has demonstrated many fiscal challenges for the City having to account for an expected $100 Million loss now and for the next 12 to 18 months of the pandemic. And as El Pasoans have tightened their belts, so has the City

Cassandra has been a leader in pushing the City to be more transparent with health-related data and disclosures

She has called on the City to increase testing capacity, successfully leading a resolution to ensure 5% of the El Paso population was tested by July 2020, and seeing substantial and exponential increase to testing percentages thereafter.
